Smita Roulliard, MD

Associate Executive Director

Dr. Rouillard was named associate executive director for The Permanente Medical Group (TPMG) in 2019. In this role, she has accountability for surgical services, perioperative medicine, physical medicine and rehabilitation, outpatient access, operating room access, anesthesia, clinical and surgical technology, and physician assistants.

Dr. Rouillard, who joined TPMG in 1999 as a gastroenterologist at the Kaiser Permanente Fresno Medical Center, has held several leadership roles with TPMG and Kaiser Permanente Northern California. She was the chief Gastroenterology at KP Fresno and the chair of the chiefs of Gastroenterology for TPMG, and served as assistant physician-in-chief for medical specialties, access, service and health promotion.

Before taking on her current role, Dr. Rouillard was the physician-in-chief at KP Fresno for 4 years. During her tenure, she was also actively engaged with several community organizations and served on the boards of directors for the Fresno Business Council; California State University, Fresno; and the Fresno Workforce Investment Board.

A board-certified gastroenterologist, Dr. Rouillard earned her bachelor’s degree in Biology and her medical degree at Stanford University, where she also taught human anatomy and performed research in immunology. She completed her internship and residency at University of Texas, Southwestern, Parkland Memorial Hospital, and then her fellowship in gastroenterology (with an interest in liver transplantation) at University of California, San Francisco.

For the first year after fellowship, Dr. Rouillard taught with the University of California, San Francisco program in Fresno as an attending gastroenterologist before joining TPMG.
